महत्वपूर्ण अनुदेश
1. परीक्षा के लिए आपकी उम्मीदवारी अनंतिम है। आपसे अपेक्षा की जाती है कि आप परीक्षा के दौरान सदा शालीनता बनाए रखेंगे और परीक्षा के सुचारू संचालन के लिए सभी नियमों/अनुदेशों का पूरी तरह पालन करेंगे।
2. कृपया दिनांक 04.03.2021 के परीक्षा नोटिस सं. 04/2021-सीएसपी, दिनांक 04.03.2021 को भारत के असाधारण राजपत्र, भाग-I-खंड-। में प्रकाशित परीक्षा नियमावली, विस्तृत आवेदन प्रपत्र-। के साथ दिए गए सिविल सेवा (प्रधान) परीक्षा, 2021 के उम्मीदवारों के लिए अनुदेश और परीक्षा भवन के बाहर प्रदर्शित “पोस्टर” जिसमें अनुदेशों का उल्ले‍ख किया गया है, को ध्यानपूर्वक पढ़ें।
3. ई-प्रवेश पत्र को ध्यानपूर्वक पढ़ें और यदि कोई विसंगति / विसंगतियां हों, तो तत्काल संघ लोक सेवा आयोग के ध्यान में लाएं।
4. परीक्षा भवन में प्रवेश करने के लिए इस ई-प्रवेश पत्र (प्रिंटआउट) को फोटो पहचान पत्र (मूल), जिसका क्रमांक ई-प्रवेश पत्र पर अंकित हो, के साथ प्रत्येक सत्र में साथ लाएं। उम्मीदवार द्वारा ई-प्रवेश पत्र सुरक्षित रखना अनिवार्य है।
5. ई-प्रवेश पत्र की सुरक्षित रखने की जिम्मेदारी आपकी है और यदि कोई अन्य व्यक्ति इस ई-प्रवेश पत्र का इस्तेमाल करता है, तो यह प्रमाणित करना आपका दायित्व होगा कि आपने किसी प्रतिरूपधारक(कों) की सेवा नहीं ली है।
6. उम्मीदवारों को सलाह दी जाती है कि परीक्षा भवन में कोई भी बहुमूल्य /कीमती सामान न लाएं क्‍योंकि इनकी सुरक्षा सुनिश्‍चित नहीं की जा सकती। आयोग इस संबंध में किसी भी क्षति के लिए उत्तरदायी नहीं होगा।
7. प्रत्येक सत्र में परीक्षा प्रारंभ होने के निर्धारित समय से 30 मिनट पहले परीक्षा भवन में प्रवेश करें। प्रत्येंक सत्र में परीक्षा शुरू होने के निर्धारित समय से 10 मिनट पहले परीक्षा भवन में प्रवेश बंद कर दिया जाता है।
8. यदि आप आयोग द्वारा आपके ई-प्रवेश पत्र में उल्लिखित केन्द्र / उप केन्द्र या वैकल्पिक विषय / भारतीय भाषा (यदि लागू हो) को छोड़कर किसी अन्य केन्द्र/ उप केन्द्र पर अथवा किसी अन्य वैकल्पिक विषय की परीक्षा देते हैं, तो आपकी उत्तर-पुस्तिकाओं का मूल्यांकन नहीं किया जाएगा और आपकी उम्मीदवारी रद्द की जा सकती है।
9. परीक्षा भवन परिसर में मोबाइल फोन/अन्य इलेक्ट्रॉनिक/अन्य संचार यंत्र अपने पास रखना (स्विच ऑफ मोड में भी नहीं) / इनका इस्तेमाल करना प्रतिबंधित है। इन अनुदेशों का किसी भी प्रकार से उल्लंघन किए जाने पर अनुशासनिक कार्रवाई की जाएगी, जिसमें परीक्षा नियमों के अनुसार भावी परीक्षाओं से रोक दिया जाना भी शामिल है।
10. जिन उम्मीदवारों के ई-प्रवेश पत्र पर फोटो स्पष्ट रूप से मुद्रित नहीं है, उन्हें परीक्षा में बैठने के लिए पासपोर्ट आकार के फोटोग्राफ (प्रत्येक सत्र के लिए एक) वचनबंध के साथ लाना होगा।
11. वैज्ञानिक (नॉन-प्रोग्रामेबल प्रकार के) कैलकुलेटरों के इस्तेमाल की अनुमति होगी और आवश्य्कता होने पर उम्मीदवार इन्हें अपने साथ ला सकते हैं। तथापि, इस परीक्षा में प्रोग्रामेबल प्रकार के कैलकुलेटरों के इस्तेमाल की अनुमति नहीं होगी।
12. उम्मीदवार यह अवश्य नोट करें कि प्रश्न -सह-उत्तर (क्यूसीए) पुस्तिका में प्रश्नों के सभी भागों तथा उप भागों के उत्तर, अनिवार्यत:, प्रश्न -सह-उत्तर (क्यूसीए) पुस्तिका के प्रत्येक प्रश्न /भाग के नीचे दिए गए स्थान में ही लिखें। क्यूसीए पुस्तिका में उम्मीदवारों के लिए दिए गए अनुदेशों को ध्याानपूर्वक पढ़ें। क्यूसीए में दिए गए इन अनुदेशों का किसी भी प्रकार से उल्लंघन किए जाने पर, उम्मीदवार द्वारा प्राप्‍तांकों में कटौती के रूप में दंड दिया जा सकता है और साथ ही उम्मीदवारी रद्द / अनुशासनिक कार्रवाई भी की जा सकती है, जिसमें परीक्षा नियमों के अनुसार भावी परीक्षाओं से विवर्जित किया जाना भी शामिल है।
13. उम्मीदवारों को सलाह दी जाती है कि अपनी क्यूसीए पुस्तिकाएं निरीक्षक को सौंपने से पहले वे यह सुनिश्चित कर लें कि खाली स्थानों/पृष्ठों को स्पष्ट रूप से काट (क्रॉस आउट) दिया गया है।
14. उम्मीदवारों से अपेक्षित है कि प्रत्येक सत्र में परीक्षा कक्ष/भवन छोड़ने से पूर्व अपनी क्यूसीए पुस्तिका के अंत में उपलब्ध अलग किए जाने योग्य (डिटैचेबल फॉर्म) प्रश्न पत्र को अलग करने के बाद अपनी क्यूसीए पुस्तिका निरीक्षक को सौंपें।
15. किसी भी अनुदेश(शों) का उल्लंघन किए जाने पर उम्मीदवार की उम्मीदवारी रद्द की जा सकती है और साथ ही आयोग द्वारा परीक्षा के नियमों के अनुसार उम्मीदवार के विरूद्ध अन्य उपयुक्त कार्रवाई भी की जा सकती है।
16. संघ लोक सेवा आयोग के साथ अपने सभी पत्र व्यवहार में अपना नाम, अनुक्रमांक, रजिस्ट्रेशन आईडी तथा परीक्षा के नाम और वर्ष का उल्लेख अवश्य करें।
17. उम्मीदवारों को यह भी सलाह दी जाती है कि उपस्थिति सूची में प्रविष्टियां करने के लिए परीक्षा भवन में काला बॉल प्वाइंट पेन लेकर आएं।
18. सभी उम्‍मीदवारों के लिए मास्‍क/फेस शील्ड पहनना अनिवार्य है। जिन उम्‍मीदवारों ने मास्‍क/फेस शील्ड नहीं पहना होगा, उन्‍हें परीक्षा स्‍थल में प्रवेश नहीं दिया जाएगा ।
19. तथापि, परीक्षा प्रक्रिया से जुड़े प्राधिकारियों द्वारा, सत्‍यापन किए जाने पर उम्‍मीदवारों को मास्‍क/फेस शील्ड हटाना होगा ।
20. उम्‍मीदवारों को अपने इस्‍तेमाल के लिए पारदर्शी शीशी (छोटे आकार की) में हैंड सैनिटाइजर लाना होगा ।
21. उम्‍मीदवारों को कोविड-19 के मानदण्‍डों को अनुपालन करते हुए, परीक्षा हाल/कक्ष के भीतर तथा परीक्षा-स्‍थल परिसर में सामाजिक दूरी और निजी साफ-सफाई का ध्‍यान रखना होगा।
Important Instructions
1. Your candidature to the examination is provisional. You are expected to maintain decorum and strictly comply with all rules / instructions for smooth conduct of the examination at all times.
2. Please read carefully the Examination Notice No. 04/2021-CSP dated 04.03.2021, Rules for the Examination published in The Gazette of India, Extraordinary, Part I – Section 1 on 04.03.2021, Instructions for Candidates in CS (M) Examination, 2021 provided with the Detailed Application Form-I and “Poster” containing instructions displayed outside the Examination Hall.
3. Check the e-Admit Card carefully and bring discrepancy (ies), if any, to the notice of UPSC immediately.
4. Bring this e-Admit card (print out), along with the (original) Photo Identity Card, whose number is mentioned in the e-Admit Card, in each session to secure admission to Examination Hall. E-Admit Card must be preserved by the candidate.
5. You are responsible for safe custody of the e-Admit Card and in the event of any other person using this e-Admit Card, the onus lies on you to prove that you have not used the services of any impersonator(s).
6. Candidates are advised not to bring any valuables/costly items in the Examination Halls as safe keeping of the same cannot be assured. The Commission will not be responsible for any loss in this regard.
7. Enter the Examination Hall 30 minutes before the scheduled commencement of the Examination in each session. Entry to the Examination Hall closes 10 minutes prior to the scheduled commencement of the examination in each Session.
8. If you appear at a centre / sub-centre or in an optional subject / Indian language (if applicable), other than the one indicated by the Commission in your e-Admit Card, your answer scripts will not be evaluated and your candidature will be liable to be cancelled.
9. Possession (even in switch off mode) / use of Mobile Phones and other Electronics / Communication devices are banned at the examination premises. Any infringement of these instructions shall entail disciplinary action including ban from future examinations under the rules of the examination.
10. Candidates who do not have clear photographs on the e-admit card will have to bring passport size photograph, one for each session, for appearing in the examination with an Undertaking.
11. Use of Scientific (Non-Programmable type) Calculators is allowed and if considered necessary may be brought by candidates. Programmable type calculators are, however, not allowed in this examination.
12. Candidates must note that they should strictly answer all parts and sub-parts of a question in the Question Cum Answer (QCA) booklet in the space provided under each question / part in the QCA booklet. Read the Instructions for Candidates printed on the QCA booklet carefully. Any infringement of the instructions in the QCA booklet might entail penalty in the form of deduction of marks scored by the candidate and disciplinary action including cancellation & debarment from future examinations under the rules of the examination.
13. Candidates are advised to ensure that spaces / pages remaining blank are clearly crossed out before the QCA booklets are handed over to the Invigilator.
14.Candidates for each session are required to hand over their QCAB to the Invigilator after detaching Question Paper available in detachable form at the end of the QCA Booklet, before leaving the Examination Room/Hall.
15. Violation of any instruction(s) shall entail cancellation of candidature of the candidate in addition to any other appropriate action that may be taken by the Commission against the candidate under the rules of the examination.
16. Mention your Name, Roll Number, Registration ID and Name & Year of the Examination in all the correspondence with the Commission.
17. Candidate are also advised to bring black ball point pen to the Examination hall for making entries in the attendance list.
18. Wearing of mask/face shield is mandatory for all candidates. Candidates without mask/face shield will not be allowed entry into the Venue.
19. Candidates, however, will have to remove their masks/face shield for verification, whenever required by the Examination functionaries.
20. Candidate may carry his/her own hand sanitizer (small size) in transparent bottle.
21. Candidates to follow COVID 19 norms of ‘social distancing’ as well as ‘personal hygiene’ inside the Examination Halls/Rooms as well as in the premises of the Venue.
