स्क्राइब की सुविधा और/या प्रतिपूरक समय का लाभ उठाने वाले उम्मीदवार के लिए महत्वपूर्ण अनुदेश
1. सिविल सेवा (प्रधान) परीक्षा, 2023 का आयोजन कई सत्रों में किया जाएगा और प्रत्येक सत्र तीन घंटे की अवधि का होगा। दृष्टि बाधित तथा लोकोमोटर अक्षमता (दोनों हाथ प्रभावित-बीए) और प्रमस्तिष्कीय पक्षाघात वाले उम्मीदवारों को बीस मिनट प्रति घंटे (कुल 60 मिनट) का प्रतिपूरक समय प्रदान किया जाएगा। दिव्यांगजन अधिकार अधिनियम (आरपीडब्‍ल्‍यूडी अधिनियम), 2016 की धारा 2 (द) के अंतर्गत परिभाषित बेंचमार्क अक्षमता वाले अन्य श्रेणियो के उम्मीदवारों को इस सुविधा का लाभ प्राप्त करने के लिए किसी सरकारी स्वास्थ्य रक्षा संस्थान के मुख्य चिकित्सा अधिकारी/सिविल सर्जन/ चिकित्सा अधीक्षक द्वारा परिशिष्ट–V में दिए गए प्रोफार्मा में यह प्रमाणित करना होगा कि शारीरिक अक्षमता के कारण संबंधित व्याक्ति को लिखने में कठिनाई है। विशिष्ट दिव्यांगता वाले व्यक्ति जो आरपीडब्ल्यूडी अधिनियम, 2016 की धारा 2 (एस) की परिभाषा के तहत शामिल हैं, परंतु उक्त अधिनियम की धारा 2 (आर) की परिभाषा के तहत शामिल नहीं हैं अर्थात् 40% से कम दिव्यांगता वाले व्यक्ति तथा जिन्हें लिखने में कठिनाई होती है, स्क्राइब की सुविधा प्राप्त करने के पात्र होंगे बशर्ते कि वे अनुबंध - VII में दिए प्रपत्र के अनुसार किसी सरकारी स्वास्थ्य देखभाल संस्था के सक्षम चिकित्सा अधिकारी द्वारा जारी इस आशय का प्रमाण-पत्र प्रस्तुत कर दें कि संबंधित उम्मीदवार की लेखन क्षमता प्रभावित है तथा उसकी ओर से परीक्षा में लिखने के लिए स्क्राइब की सेवाएं लेना अनिवार्य है। तदनुसार, ऐसे उम्मीदवारों को उत्तर लिखने के लिए प्रत्येक सत्र में तीन घंटे साठ मिनट का समय प्रदान किया जाएगा।
2. बेंचमार्क विकलांगता/विशिष्ट दिव्यांगता वाले ऐसे उम्मीदवार, जिन्हे आयोग ने परीक्षा में उत्तर लिखने के लिए अपने स्क्राइब लाने की अनुमति प्रदान की है, वे स्क्राइब की सहायता तभी ले पाएंगे, जब उनके पास आयोग द्वारा इस प्रयोजनार्थ विधिवत जारी मान्य स्क्राइब प्रवेश पत्र प्रत्येक सत्र में उपलब्ध हो।
3. बेंचमार्क विकलांगता/विशिष्ट दिव्यांगता वाले ऐसे उम्मीदवार, जिन्हें आयोग ने परीक्षा में उत्तर लिखने के लिए अपने स्क्राइब लाने की अनुमति प्रदान की है, उन्हें आयोग को सूचित किए बिना, बाद में अपना स्क्राइब बदलने की अनुमति नहीं दी जाएगी।
4. स्क्राइब, क्यूसीए पुस्तिका में लिखे अनुदेश और प्रश्न पढ़कर उम्मीदवार को सुनाएगा और उम्मीदवार के कहे अनुसार क्यूसीए पुस्तिका में उत्तर लिखेगा। |
5. स्क्राइब ऐसा कोई इशारा, आवाज या कोई अन्य संवाद संकेत नहीं करेगा जिससे उम्मीदवार को यह अनुमान लगे कि उसके द्वारा लिखाया जाने वाला उत्तर सही है अथवा नहीं। इस प्रकार का प्रयास किए जाने पर उम्मीदवार की अर्हता रद्द कर दी जाएगी और संबंधित उम्मीदवार और स्क्राइब, दोनों के विरुद्ध सख्त कार्रवाई की जाएगी। ।
6. स्क्राइब द्वारा उम्मीदवार को प्रश्न पढ़कर सुनाते हुए या उम्मीदवार द्वारा स्क्राइब को क्यूसीए पुस्तिका पर लिखने के लिए सही उत्तर बताते हुए यह ध्यान रखा जाना चाहिए कि परीक्षा भवन की या भवन में बैठे अन्य‍ उम्मीदवारों की शांति भंग न हो ।
7. उम्मीदवार और स्क्राइब को इस आशय की घोषणापत्र पर भी हस्ताक्षर करने होंगे कि वे उम्मीदवार तथा उनके स्क्राइब के आचरण के संदर्भ में आयोग के परीक्षा संबंधी अनुदेशों से अवगत हैं/ उन्होंने इन अनुदेशों को पढ़ लिया है और वे इन अनुदेशों का अनुपालन करने का वचन देते हैं ।
8. उम्मीदवार या उसके द्वारा लाए गए स्क्राइब को आयोग द्वारा किसी टीए/डीए अथवा अन्य पारिश्रमिक का भुगतान नहीं किया जाएगा ।
9. किसी भी अनुदेश का उल्लंघन करने पर संबंधित उम्मीदवार की उम्मीदवारी रद्द किए जाने के साथ-साथ आयोग द्वारा उम्मीवदवार/स्क्राइब के विरुद्ध कोई अन्य उपयुक्त कार्रवाई की जा सकती है। उम्मीदवार और स्क्राइब, दोनों ही परीक्षा के नियमों के अधीन होंगे और इनका उल्लंघन किए जाने की स्थिति में उनके विरुद्ध परीक्षा के नियमों के अनुसार कार्रवाई की जाएगी ।
10. उम्मीदवारों/स्क्राइबों को मास्‍क/फेस कवर पहनने की सलाह दी जाती है ।
11. तथापि, परीक्षा प्रक्रिया से जुड़े प्राधिकारियों द्वारा सत्यापन किए जाने पर उम्मीदवारों/स्क्राइबों को मास्क हटाना होगा ।
12.उम्मीदवार/स्क्राइब अपने इस्तेमाल के लिए पारदर्शी शीशी (छोटे आकार की) में हैंड सैनिटाइजर ला सकते है।
13. उम्मीदवारों/स्क्राइबों का कोविड- 19 के मानदण्डों को अनुपालन करते हुए, परीक्षा हाल / कक्ष के भीतर तथा परीक्षा-स्थल परिसर में सामाजिक दूरी और निजी साफ-सफाई का ध्यान रखना होगा ।
Important Instructions For Candidates Availing Facility Of Scribe And/Or Compensatory Time
1. The Civil Services (Main) Examination, 2023 will be held in multiple sessions and each session will have three hours plus twenty minutes per hour (total sixty minutes) compensatory time for Persons with Benchmark Disabilities in the categories of blindness, locomotor disability (both arm affected – BA) and cerebral palsy. In case of other category of Persons with Benchmark Disabilities as defined under section 2(r) of RPWD Act-2016, this facility will be provided on production of a certificate to the effect that the person concerned has physical limitation to write, from the Chief Medical Officer/Civil Surgeon/Medical Superintendent of a Government Health Care institution as per proforma at Appendix-V. For persons with specified disabilities covered under the definition of Section 2(s) of the RPWD Act, 2016 but not covered under the definition of Section 2(r) of the said Act, i.e. persons having less than 40% disability and having difficulty in writing will be eligible for the facility of scribe and compensatory time subject to production of a certificate to the effect that person concerned has limitation to write and that scribe is essential to write examination on his/her behalf from the competent medical authority of a Government healthcare institution as per proforma at Appendix-VII. Such candidates will accordingly be allowed three hours and sixty minutes to answer in each session.
2. The Candidates with Benchmark Disabilities/Specified Disabilities, who have been permitted by the Commission to bring their own scribe to write the exam, will be allowed to avail the assistance of such Scribe, only if he/she carries a valid Scribe Admit Card duly issued by the Commission for such purpose in each session.
3. The Candidates with Benchmark Disabilities/Specified Disabilities, who have been permitted by the Commission to bring their own scribe to write the exam, will not be allowed to change their Scribe subsequently without intimating the commission.
4. The scribe will read out the Instructions as well as Questions from the QCA booklet to the candidate and on candidate’s instruction, will write the answer in the QCA booklet.
5. The scribe will make no gestures, sounds or any other response or communication designed to indicate to the candidate the correctness or otherwise of the answer being recorded by him/her. Any such attempt would entail disqualification of the candidate and stringent action against both the candidate and the scribe shall be taken.
6. The peace in the examination hall or of the other candidates seated in the examination hall should not be disturbed while the scribe reads out the questions to the candidate or when the candidate indicates the correct response to the scribe for writing in the QCA booklet.
7. The candidate and the scribe will sign a declaration that they are aware of/have read the Commission’s instructions regarding the conduct of the candidate and his/her scribe and they undertake to abide by these instructions.
8. No TA/DA or any remuneration will be paid by the Commission either to the candidate or the scribe brought by him/her.
9. Violation of any of the instructions shall entail cancellation of the candidature of the candidate in addition to any other appropriate action that may be taken by the Commission against the candidate/scribe. Both the candidate and the scribe shall be subject to the rules of examination and action will be taken against them for violation of the same as per rules of the examination.
10. Candidates/scribes are advised to wear mask/face cover.
11. Candidates/scribes, however, will have to remove their masks for verification, whenever required by the Examination functionaries.
12. Candidate/scribe may carry his/her own hand sanitizer (small size) in transparent bottle.
13. Candidates/scribes to follow COVID 19 norms of ‘social distancing’ as well as ‘personal hygiene’ inside the Examination Halls/Rooms as well as in the premises of the Venue.
