महत्वपूर्ण अनुदेश
1. परीक्षा के लिए आपकी उम्मीदवारी अनंतिम है। आपसे अपेक्षा की जाती है कि आप परीक्षा के दौरान शालीनता बनाए रखेंगे और परीक्षा के सुचारू संचालन के लिए सभी नियमों / अनुदेशों का पूरी तरह पालन करेंगे।
2. कृपया 10 अप्रैल, 2024 के परीक्षा नोटिस सं. 07/2024-भा.आ.से./भा.सां.से., भारत का राजपत्र, असाधारण, भाग-1-खंड-1, दिनांक 10 अप्रैल, 2024 को प्रकाशित परीक्षा नियमावली और परीक्षा हाल के बाहर प्रदर्शित “पोस्टर” जिसमें अनुदेशों का उल्लेख किया गया है, को ध्यानपूर्वक पढ़ें।
3. ई-प्रवेश पत्र की ध्यानपूर्वक जांच करें और विसंगतियां, यदि कोई हों तो, तत्काल संघ लोक सेवा आयोग के ध्यान में लाएं।
4. परीक्षा भवन में प्रवेश करने के लिए इस ई-प्रवेश पत्र (प्रिंटआउट) और फोटो पहचान-पत्र (मूल), जिसकी संख्या ई-प्रवेश पत्र पर अंकित है, को प्रत्येक सत्र में साथ लाएं। उम्मीदवार द्वारा ई-प्रवेश पत्र को अंतिम परिणाम की घोषणा होने तक सुरक्षित रखा जाए।
5. जो उम्मीदवार, अपना ई-प्रवेश पत्र आबंटित परीक्षा स्थल पर जांच हेतु प्रस्तुत नहीं करेगा, उसे परीक्षा स्थल में प्रवेश की अनुमति नहीं दी जाएगी।
6. ई-प्रवेश पत्र को सुरक्षित रखने की जिम्मेदारी आपकी है और यदि कोई अन्य व्यक्ति इस ई-प्रवेश पत्र का इस्तेमाल करता है, तो यह प्रमाणित करना आपका दायित्व होगा कि आपने किसी प्रतिरूपधारक की सेवा नहीं ली है।
7. उम्मीवारों को किसी मूल्यवान/कीमती सामान, मोबाइल फोन, स्मार्ट/डिजिटल घडियों, अन्य आईटी गैजेट, किताबों, बैग आदि के साथ परीक्षा परिसर में प्रवेश करने की अनुमति नहीं होगी। उम्मीदवारों को सलाह दी जाती है कि वे अपने साथ प्रतिबंधित वस्तुएं नहीं लाएं क्योंकि परीक्षा-स्थल पर्यवेक्षक परीक्षा-स्थल पर इन वस्तुओं को रखने के लिए कोई प्रबंध नहीं करेंगे। यदि कोई उम्मीदवार इस प्रकार की प्रतिबंधित वस्तु साथ लाता है तो वह इसे परीक्षा-स्थल के बाहर रखने की व्यवस्था स्वयं करेगा और इस संबंध में किसी प्रकार की क्षति के लिए आयोग उत्तरदायी नहीं होगा। इसके अतिरिक्त, उम्मीदवारों को परीक्षा स्थल में अपने साथ केवल ई-प्रवेश पत्र, पेन, पेंसिल, पहचान का प्रमाण, स्वयं की फोटो की प्रतियां (जो भी लागू हो) और ई-प्रवेश पत्र में विनिर्दिष्ट अनुदेशों के अनुसार अन्य कोई सामग्री लाने की अनुमति होगी। परीक्षा स्थल के भीतर अन्य किसी सामग्री को साथ ले जाने की अनुमति नहीं होगी।
8. परीक्षा स्थल पर उम्मीदवारों का प्रवेश, परीक्षा (प्रत्येक सत्र में) प्रारंभ होने के निर्धारित समय से 30 मिनट पहले अर्थात् पूर्वाह्न सत्र हेतु 08:30 बजे और अपराह्न सत्र हेतु 02:00 बजे बंद कर दिया जाएगा। प्रवेश बंद होने के बाद परीक्षा स्थल में किसी भी उम्मीदवार को प्रवेश करने की अनुमति नहीं होगी।
9. उम्मीदवारों को सलाह दी जाती है कि वे अपने परीक्षा-स्थल को एक दिन पहले देख लें और स्वयं के हित में अंतिम समय की हड़बड़ी से बचने के लिए आवागमन से परिचित हो जाएं। उन्हें फ्रिस्किंग के लिए परीक्षा के दिन परीक्षा स्थल पर समय पर पहुंचना चाहिए।
10. उम्मीदवार यह नोट कर लें कि उन्हें ई-प्रवेश पत्र में उल्लिखित परीक्षा केन्द्र के अतिरिक्त किसी अन्य परीक्षा केन्द्र पर परीक्षा में शामिल होने की अनुमति नहीं होगी।
11. मोबाइल फोन (चाहे स्विच ऑफ मोड में हो) तथा अन्य इलेक्ट्रॉनिक/संचार यंत्र अथवा अन्य कोई आपत्तिजनक सामग्री (ई-प्रवेश पत्र, पेपर, रबड़ आदि में नोट्स) अपने पास रखने/इनका इस्तेमाल करने या किसी अनुदेश का उल्लंघन करने पर अनुशासनिक कार्रवाई की जा सकती है, जिसमें उम्मीदवार की उम्मीदवारी रद्द करना, उम्मीदवार के विरुद्ध एफआईआर/पुलिस शिकायत दर्ज करना या परीक्षा के अगले सत्र (सत्रों) में प्रवेश पर प्रतिबंध आदि शामिल है। इसके अतिरिक्त, आयोग द्वारा परीक्षा की नियमावली के प्रावधानों के अनुसार कोई अन्य उचित कार्रवाई भी की जा सकती है।
12. उम्मीदवारों को परीक्षा में वर्णनात्मक प्रकार के पेपर में वैज्ञानिक (गैर-प्रोग्रामेबल प्रकार) कैलकुलेटर के उपयोग की अनुमति दी जाएगी। हालांकि, प्रोग्राम करने योग्य प्रकार के कैलकुलेटर की अनुमति नहीं दी जाएगी और ऐसे कैलकुलेटर का उपयोग उम्मीदवारों द्वारा अनुचित साधनों का सहारा लेने के समान होगा। परीक्षा हॉल में कैलकुलेटर के ऋण या इंटरचेंजिंग की अनुमति नहीं है। हालांकि, परीक्षा में ऑब्जेक्टिव टाइप पेपर में कैलकुलेटर की अनुमति नहीं होगी।
13. उम्मीदवारों को सलाह दी जाती है कि अपनी प्रश्न-सह-उत्तर (क्यूसीए) पुस्तिकाएं निरीक्षक को सौंपने से पहले वे यह सुनिश्चित कर लें कि शेष रहे खाली स्थानों/पृष्ठों को स्पष्ट रूप से काट (क्रॉस आउट) दिया गया है।
14. उम्मीदवार यह ध्यान रखें कि ओएमआर/उत्तर पत्रक/पुस्तक में विवरण भरने/एनकोडिंग में कोई चूक/गलती/विसंगति, विशेष रूप से अनुक्रमांक और परीक्षण पुस्तिका सीरीज कोड के संबंध में, होने पर ऐसे उत्तर पत्रक/पुस्तक को अस्वीकार कर दिया जाएगा।
15. जिन उम्मीदवारों के ई-प्रवेश पत्र पर फोटो स्पष्ट नहीं हैं, उन्हें परीक्षा-स्थल पर दिए जाने वाले परिवचन में चिपकाए जाने हेतु पासपोर्ट आकार के दो फोटोग्राफ, प्रत्येक सत्र के लिए एक, साथ लाने होंगे।
16. संघ लोक सेवा आयोग के साथ सभी पत्र-व्यवहार में अपना नाम, अनुक्रमांक, पंजीकरण आईडी तथा परीक्षा के नाम और वर्ष का उल्लेख करें।
17. पीडब्ल्यूबीड़ी और पीडब्ल्यूडी उम्मीदवार, जिन्होंने अपना स्वयं का स्क्राइब लाने का विकल्प चुना है और इसके हकदार हैं, वे यह नोट कर लें कि उनके स्क्राइब को परीक्षा के लिए अनुमति तभी दी जाएगी जब ऐसे स्क्राइब हेतु अलग ई-प्रवेश पत्र साथ हो। स्वयं के स्क्राइब हेतु ई-प्रवेश पत्र अलग से जारी किए जाएंगे।
18. भारतीय सांख्यकी सेवा परीक्षा के वस्तुनिष्ठ प्रकार के प्रश्न-पत्रों में उम्मीदवार द्वारा गलत उत्तर दिए जाने पर दंड (ऋणात्मक अंकन) का प्रावधान है।
19. उम्मीदवारों को यह सलाह दी जाती है कि उपस्थिति सूची में प्रविष्टियां करने के लिए परीक्षा हॉल/कक्ष में काला बॉल प्वाइंट पेन साथ ले कर आएं। भारतीय सांख्यकी परीक्षा के वस्तुनिष्ठ प्रश्न-पत्रों में काले बॉल प्वाइंट पेन के अलावा किसी अन्य पेन से दिए गए उत्तरों का मूल्यांकन नहीं किया जाएगा।
20. उम्मीदवारों को परीक्षा हॉल/कक्ष में पारदर्शी बोतल में केवल पानी लाने की अनुमति है। परीक्षा हॉल/कक्ष के भीतर कोई अन्य पेय-पदार्थ (कोल्ड ड्रिंक्स सहित) या कोई अन्य खाद्य वस्तुएं लाने की सख्त मनाही है।
21. यदि आपने कानूनी प्रक्रिया का पालन करके अपना नाम बदल लिया है, तो कृपया (आईईएस/आईएसएस परीक्षा, 2024 के प्रत्येक सत्र में) सरकार द्वारा जारी फोटो पहचान पत्र और/या बदले हुए नाम की मूल राजपत्र अधिसूचना साथ रखें। इसके अलावा, आपको परीक्षा के समय एक शपथ पत्र भी जमा करना होगा।
Important Instructions
1. Your candidature to the examination is provisional. You are expected to maintain decorum and strictly comply with all rules / instructions for smooth conduct of the examination at all times.
2. Please read carefully the Examination Notice 07/2024-IES/ISS dated 10th April, 2024, Rules for the Examination published in The Gazette of India, Extraordinary, Part I – Section 1 on 10th April, 2024 and “Poster” containing instructions displayed outside the Examination Hall.
3. Check the e-Admit Card carefully and bring discrepancy(ies), if any, to the notice of the UPSC immediately.
4. Bring this e-Admit Card (printout), along with the (original) Photo Identity Card, whose number is mentioned in the e-Admit Card, in each Session to secure admission to the Examination Hall. e-Admit Card must be preserved by the candidate till the declaration of final result.
5. Candidate who does not produce his/her e-Admit Card for checking in at the allotted venue, shall not be allowed to enter the examination venue.
6. You are responsible for safe custody of the e-Admit Card and in the event of any other person using this e-Admit Card, the onus lies on you to prove that you have not used the services of any impersonator.
7. Candidates are not allowed to enter the examination premises with any valuables/costly items, mobile phones, smart/digital watches, other IT gadgets, books, bags etc. Candidates are advised not to bring banned items as Venue Supervisors will not make any arrangement for keeping these items at the Venue. In case, a candidate brings any such banned items, he/she will make his/her own arrangement for keeping the same outside the Venue and the Commission will not be responsible for any loss in this regard. Further, the candidates will be allowed to take with them only e-Admit Card, pen, pencil, identity proof, copies of self-photographs (whichever applicable) and any other items as specified in the Instructions of the e-Admit Card to the Venue. No other items shall be allowed to be taken inside the Venue.
8. The entry of the candidates to the examination venue shall be closed 30 minutes prior to the scheduled commencement of the examination in each session i.e. 08:30 AM for the forenoon session and 02:00 PM for the afternoon session. No candidate shall be allowed entry into the Examination Venue after closure of entry.
9. Candidates are advised to visit their Examination Venue at least one day in advance and familiarize themselves with the itinerary to avoid the last minute hassle in their own interest. They should reach the examination venue on the day of examination well in time for frisking.
10. Candidates should note that they will not be allowed to appear at any other venue except for the venue mentioned in their e-Admit card.
11. Possession / use of Mobile Phones (even in switch off mode) and other Electronics / Communication devices or any other incriminating material (notes on e-Admit Cards, papers, erasers etc.) or violation of any Instruction shall entail disciplinary action which may include cancellation of candidature of candidate, filing of FIR/Police complaint against the candidate or prohibition from appearing in subsequent Session(s) of the examination. In addition, the Commission may take any other appropriate action as per provisions contained in the Examination Rules.
12. Candidates will be allowed the use of Scientific (Non-Programmable type) Calculators in Descriptive Type Papers at the examination. Programmable type calculators will, however, not be allowed and the use of such calculators shall tantamount to resorting to unfair means by the candidates. Loaning or interchanging of calculators in the Examination Hall is not permitted. However, no calculator will be allowed in the Objective Type Papers at the examination.
13. Candidates are advised to ensure that spaces/pages remaining blank are clearly crossed out before the Question-cum-Answer (QCA) Booklet in descriptive papers is handed over to the invigilator.
14. Candidates should note that any omission/mistake/discrepancy in encoding/filling in details in the OMR/Answer Sheet/Book especially with regard to Roll Number and Test Booklet Series Code, will render the Answer Sheet/Book liable for rejection.
15. Candidates who do not have a clear photograph on the e-Admit Card will have to bring two passport-size photographs (one for each Session) required to be pasted on the undertaking provided at the examination venue.
16. Mention your Name, Roll Number, Registration ID and Name & Year of the Examination in all the correspondence with the UPSC.
17. PwBD and PwD candidates who are entitled and have opted for their own scribe, may note that their own scribe will be allowed for the examination only with a separate e-Admit card for such scribe. The e-Admit cards for own scribes will be issued separately.
18. There will be penalty (Negative Marking) for wrong answers marked by a candidate in the objective type question papers for ISS Examination.
19. Candidates are also advised to bring black ballpoint pen to the Examination Hall/Room for making entries in the Attendance List. Answers other than those made by Black Point pen in objective papers of ISS Examination will not be evaluated.
20. Candidates are allowed only to carry water in the transparent bottles inside the Examination Hall/Room. Any other beverages (including cold drinks) or any eatable items are strictly prohibited inside the Examination Hall/Room.
21. If you have changed your name by following the legal process, please carry (in each session of the IES/ISS Exam, 2024) a Government issued photo Identity card and/or original Gazette notification of the changed name. Further, you would also be required to submit an undertaking at the time of the examination.
