Post Description

Pay Scale   Level-7 (Rs.44900-142400) of Pay Matrix under 7th CPC (Pre-revised GP Rs.4600/- under PB -2 of Rs.9300- Rs.34800)
Age   Not exceeding 33 years for Other Backward Classes candidates as on closing date in respect of the vacancy reserved for them. Relaxable for regularly appointed Central/U.T. Government servants up to five years as per instruction/orders issued by Govt. of India from time to time.For age concession applicable to some other categories of applicants, please see relevant paras of the ‘Instructions and Additional Information to Candidates for Recruitment by Selection.’
Essential Qualification (s)   A. EDUCATIONAL-
i) Degree of a recognized University or equivalent.
ii) Post Graduate Degree/Diploma in Social Work or Labour Welfare or Industrial Relations or Personnel Management or in any other allied subject of a recognized University/Institution or equivalent.
Note- Qualification is relaxable at the discretion of the UPSC in case of candidates otherwise well qualified.
B. EXPERIENCE-
i) 03 years’ experience in a responsible capacity of Labour Welfare work, industrial relations or personnel management in any organization employing substantial labour force.
Desirable Qualification (s)   i. Degree in Law of a recognized University or equivalent.
ii. Working knowledge of Hindi.
Duty(ies)   1.To discharge the duties of Conciliation Officer under the Industrial Dispute Act. 1947, to promote harmonious industrial relations and better co-ordination between labour and management to prevent industrial disputes.
2.To ensure statutory obligations regarding conditions of employment and services.
3. To redress the grievances/disputes between the management and workers of industrial or non-industrial establishments.
4. To discharge quasi-judicial functions such as controlling authority under payment of Gratuity ACT,1972, registering officer under Building and Other Construction Worker Welfare (RE & CS)Act, 1996, Cess Collector under Building and Other Construction Worker Welfare Cess Act,1996.
5. Any other work relating to labour matters assigned by higher authorities or Labour Commissioner, Delhi.
